The committee voted on the definitions while I was in Houston, TX for a friends funeral last November and it has not corrected the arroyo definition at my request since then. Therefore, I asked City Council to change the definition during their review process during the last two weeks, but they were told the City Engineer, Alan Shubert, is supposed to be consulted first, in order for it to conform to the new Drainage Design Manual. I asked Representatives Susie Byrd and Beto O'Rourke to get the definition corrected. Rep. Byrd sent me an email earlier today saying she is now trying to schedule a meeting with me, Mr. Shubert, and herself. The arroyo definition found in Article 6, Section 19.50.3(15) of the newly approved Subdivision Ordinance reads as follows, 'An arroyo, also called a wash or draw, is a usually dry creek bed or gulch that temporarily fills with water after a stormwater runoff event (see Stormwater), or seasonally as such, the term is similar to the word 'wadi'. Arroyos can be natural or man made. The term usually applies to a mountainous desert region.' I asked that the two phases I've underlined in red be stricken. I've argued that arroyos are not thin bank to bank stream beds nor are they man made, which would mean they could be concrete drainage ditches. These terms would in effect deem the arroyo preservation ordinance useless. If you agree with me, let Rep. Byrd know by your emails. Her email address is district#2 at elpasotexas.gov. For your information, the now defunct Ad-hoc Arroyo Committee appointed by Mayor Joe Wardy in 2004 could not come up with an arroyo definition after 9 months of meetings for precisely the same reasons I disagree with the current definition.
