*DEP-DEPS* is also used in island processing (after optimization) in a manner similar to *EFF-DEPS*. Whenever an island is found, its island constraints are instantiated. If any of these constraints are found in *DEP-DEPS*, then they conflict with the associated rule, and this rule must be failed.
